Safety camera enforcement under hypothecation rules and guidance takes place at core sites and exceptional sites. 85% of enforcement time occurs at core sites selected via the Department for Transport (DfT) criteria based on casualty history and excessive speeds.

For the remaining 15% of time, referred to as exceptional sites, camera enforcement can take place at sites not approved as core sites, but where partnerships are undertaking speed camera enforcement for reasons that may include:

	Community concern: where the local community requests enforcement because traffic speeds there are causing concern
	Collision frequency: where a site has a high incidence of PIC, but insufficient KSI collisions to meet the criteria
	Engineering factors: where roads do not meet minimum engineering requirements, enforcement will take place in the short-term until the local authority rectifies the problem

The 15% of time is a maximum limit and should not be seen as a target for partnerships to meet. Partnerships are required to keep a clear audit trail to evidence time spent at core sites and time spent at exceptional sites.

Roadworks sites: sites at which temporary speed limits have been imposed due to roadworks taking place to mitigate against the additional risk of collisions and to protect the workforce. Fixed or mobile enforcement at these sites will be temporary and is in addition to enforcement at core sites and exceptional sites.

The following areas have been selected, after surveys, as community concern sites. As community concern sites will be visited periodically and therefore will not be included on the schedule of camera locations for the core sites.

* 85th%ile: the speed at which 85% of vehicles travel at or below.

# Some areas were included for periodical enforcement prior to our requirement that the 85th%ile speed should be 10% + 2pmh in free flowing traffic.
